They're not even governed by the same law

This trips up more committees than anything else. A strata development (condo, apartment, gated-and-guarded with strata titles) is run by a JMB or MC under the Strata Management Act 2013, with statutory power to levy and enforce maintenance charges. A guarded landed neighbourhood with individual land titles is usually run by a Residents' Association under the Societies Act 1966 — where contributions are voluntary and there's no statutory levy. Same fence, very different powers.

We're a guarded landed scheme — do strata rules apply to us?

Usually not. If your homes have individual land titles and you're run by a residents' association, you're under the Societies Act 1966, not the Strata Management Act 2013. Your contributions are typically voluntary.

What changes when strata titles are issued?

For strata developments, management moves from the JMB to the Management Corporation, which gains full statutory powers over charges, by-laws, and the funds.
